The Veteran’s Memorial Parkway Community Improvement District (the “District”) covers a total of 7.501 acres and is located within City of St. Charles, St. Charles County, Missouri.

The District’s plan includes roadway access improvements off Veterans Memorial as necessary to fulfill the vision of the District’s Board of Directors.

In order to facilitate development in the District, a number of public improvements are necessary for the property to reach its highest and best use. To help with the extraordinary redevelopment costs, the District imposed a one percent (1%) CID sales tax on all retail sales. These revenues are being re-invested in eligible project improvements which include such infrastructure improvements as sidewalks, lighting, and landscaping; storm water improvements; and certain professional fees from engineering to legal to administrative support.

In order to achieve the District’s best use, the District intends to enhance services and make improvements by utilizing the authorities enumerated in the CID Act. The District may make and enter into contracts with both public and private entities; enter into agreements to eliminate any public nuisance within the District; acquire and sell real and personal property; borrow money, issue bonds and other obligations, and loan money, employ or contract for services, including managerial engineering, legal, technical, clerical, accounting, security, cleaning, waste removal, and maintenance; and provide assistance and funding to construct, reconstruct, install, repair, maintain, and equip numerous improvements including, but not limited to the following; shopping malls, landscape, streetscape, convention centers, sidewalks, streets, water and sewer systems, parking lots and garages, waterways bus stops and other shelters, sculptures and fountains, and any other useful, necessary or desired improvement.
